The second panel on April 21, "Institutional Frameworks for Global Knowledge" includes Pedro Hepp, Ministry of Education in Chile. On the Eldis site, run by the Sussex University Institute of Development Studies, Hepp has posted a paper drawn from his experience in Chile and in other parts of Latin America. It is entitled "Technology in schools: education, ICT and the knowledge society."One of the conclusions: "The authors conclude that implementing an ICT policy in education requires a long-term commitment from various levels of government." In my own experience (Ecuador, Guatemala, and Uganda) long-term usually means three years or less, and this is clearly not enough.
