The Rockefeller Foundation has a series of publications surveying institutional and individual capacity building. You can download the documents or order a free printed copy. I found the one by Anne Whyte, "Landscape Analysis of Donor Trends in International Development" to be very useful in understanding the trends (fads?) supported by a wide range of international, governmental, and foundation donors from the 1960's to the present.
1960's: Institution building
1960's/70's Institution strengthening/development
1970's development management/administration
1970's/80's: human resource development
1980's/90's "New institutionalism"
1990's: capacity development
2000: capacity development and knowledge networks.
There is an interesting critique of social networks in the document
That is one reason i feel proud for the whole institution.
